Former Clare All Ireland winner Frank Lohan says the proposal from the Hurling 2020 committee that a player be substituted rather than sent off after picking up two yellow cards is necessary.
The Liam Sheedy chaired group, which Lohan was a part of, outlined a number of suggested changes to the game, also including one-on-one penalties.
