Clare's Fianna Fail TD says his party's position remains unchanged, despite a warning of fines if the government stop charging for water.
The European Commission has declared that Ireland is not exempt from implementing a system of water charges, which is required under EU law.

Under a deal between the minority government and Fianna Fail water charges are to be suspended, with the latter party supporting a system whereby water is paid for through general taxation.
Timmy Dooley doesn't think the European ruling will have an impact on that agreement.
