Coveney To Reveal Plan To Deal With Bin Charges

Minister Simon Coveney is to bring a final plan to deal with bin charges to the cabinet this morning. 

It's one of a number of issues being looked at by Ministers including the citizens' convention on the 8th amendment and new penalty points laws.

Last night the minister was seeking legal advice from the attorney general as to whether a 12 month price freeze on charges could be brought in. 

It's understood the introduction of new pay by weight measures will be deffered for a year. 

Minister Coveney is hopeful all waste management companies will agree to the freeze, but said he will introduce legislation to enforce it if the agreement is being breached. 

Meanwhile the Taoiseach is due to bring a memo to cabinet on the setting up of the citizen's convention on the 8th amendment. 

This will likely confirm the forum's establishment within 6 months, while the Irish Times reports a judge may be appointed to chair the convention. 

Health Minister Simon Harris is likely to address the adverse UN human rights committee finding against Ireland on abortion. 

While new rules aimed at reducing the amount of people avoiding penalty points in court will also be considered.

It would give drivers the option to pay a double fine to avoid a court appearance in penalty points cases.
