Clare County Council’s under fire for failing to have a secondary treatment plant for sewage up and running at Clarecastle.

Its one of a dozen or so local authorities criticised by the Environmental Protection Agency for allowing untreated sewage flow out into the sea.

A report from the EPA also found that two-fifths of treatment plants either don’t use the facilities available to them or fail to conduct enough testing to make their results valid.
