Figures published by The Irish Times show that of 234 Clare homes offered by the national housing agency, only 77 were accepted by the local authority.
 
A quarter of all homes offered were rejected because there was no demand for them, while 39% were turned down because the concentration of social housing tenants would prevent the development of "sustainable communities."
 
The is the second highest of any Council in Ireland, trailing only South Dublin.
