A West Clare GP insists the income threshold should be the only method used to determine who is entitled to medical cards.
Figures show that the number of people covered by a medical card has gone down to 1.59 million, a drop of 56,810 since January.
Eligibility for the cards is based primarily on income, meaning as more people become employed, they lose their entitlement to the cards.
