Taoiseach refuses to rule out cutting water supplies to non payers.

The Taoiseach says discussions will take place about whether to cut people off if they do not pay their water charges.

Enda Kenny has also told the Dáil that he cannot say how much the average water bill will be once charging begins in 2 years time.

Enda Kenny said there would be a free allocation to households but he warned that people who do not pay for other services such as phone or ESB are cut off.

The government’s handling of the introduction of water charges have been branded as "shambolic and farcical" by the opposition.

The return of the Dáil saw rowdy scenes over the coalition’s handling of the programme with the Taoiseach insisting the government had two years to work out the finer details.

While the roll-out of water meters was originally put forward by the previous administration, Clare Fianna Fail TD Timmy Dooley said it was never meant to be another tax on people
