Clare councillors have questioned the legality of the Environment Minister’s decision to withhold local authority funding.
At a special meeting to address the issue local representatives have been told that if Clare’s household charge compliance rate improves by the end of the year, then Phil Hogan will pay the 243 thousand euro currently being held back.
