Marine Casualty Investigation Board’s report into Kilkee Fishing Death

A report into the drowning of a man who went fishing in a dinghy off Kilkee found that he had no safety or communications equipment on board.

The Marine Casualty Investigation Board’s final report found that it was only through fortuity that the circumstances of the death of Latvian national Armands Silins was known due to photographs taken by an eyewitness- who also raised the alarm.

On November 5th last year Mr Silins who had been living in the Kilrush area for 10 years went out to see near Kilkee without an engine, personal floatation device , emergency flares or any form of communications.

The dinghy then capsized in heavy waters in an enclosed bay north of Donegal Point.
