Mahon report makes corrupt findings against several Dublin Councillors

The Mahon Tribunal has found Lobbyist Frank Dunlop made corrupt payments to Councillors for the rezoning of land at Carrickmines in South Dublin.

The finding is contained in the  final chapter of the Tribunal report which has now been published after being delayed due to criminal proceedings.

This chapter was delayed from being published when the Mahon Tribunal final report was published in March last year for fear it would prejudice criminal trials.

But last week a trial of businessman Jim Kennedy and four politicians collapsed due to the ill health of former government press secretary and chief prosecution witness, lobbyist Frank Dunlop.

Chapter 19 of the Mahon report now published finds that Mr Dunlop made corrupt payments to politicians on behalf of businessman Jim Kennedy.

It says that payments of 25 thousand Irish pounds to then Councillors Don Lydon, Tom Hand, Colm McGrath, Tony Fox, Seán Gilbride and Liam T Cosgrave were corrupt.

The Tribunal also says payments to then Councillor John O’Halloran were improper, but it says Frank Dunlop’s evidence against now deceased former Councillors Jack Larkin and Cyril Gallagher was unreliable and therefore does not make findings of corruption.
