The Irish Farmers Association is calling for a charter of rights to ensure inspections of Clare farms are dealt with in an even handed approach.
Figures published this week show farmers lost out on 4.7 million euro last year, due to penalties levied after inspections.
Significant differences were recorded between various farming sectors, and also on a county-by-county basis.
