The chairman of the new West Clare Municial District has accused Minister Phil Hogan of attempting to dismantle rural Ireland.
Lissycasey Fianna Fail councillor PJ Kelly was elected to the position at last Friday's inaugural meeting of the new body, which encompasses North and West Clare.

It's an area that takes in almost half the land mass of the county, and Councillor Kelly says that the new structures for local government were poorly conceived.
