The Education Minister says she's determined to make sure all adults can avail of 'second chance' education to improve their literacy and numeracy.
Jan O'Sullivan was responding to a major O-E-C-D report showing that literacy skills among Irish adults are far below the average of other developed nations.

Over 55s are broadly in line with the average but the percentage of 25 to 34 year olds with high literacy skills is almost three times lower than in Finland.
The Minister says the data in the report is from 2011.
