The comments were made as the ASTI is to ballot it's members on new proposals by the Department of Education and Skills after the failure of the Landsdowne Road agreement.
The Central Executive Council of the union is recommending that it's members reject the proposals.
Peter Quinn, a teacher at St Flannan's College in Ennis says he is unsure if the recommendation will be followed because there are very serious consequences if the proposals are rejected.
