The document aims to outline how benefits of an economic recovery will be brought to all areas of the country.

The charter makes committments to improve services such as broadband connectivity and local roads.
There has been some criticism that there is a lack of specifics contained in the plan, but Muintir Na Tire CEO Neil Garvey says there are some encouraging measures included, like the requirement for rural areas to be considered when any government departement is making policy decisions.
