The local authority issued 131 such fines in 2016, but only 49 were paid.
The number of complaints related to dumping and littering fell last year.
Responding to a request from Clare FM, the local authority has confirmed that 131 litter fines were issued last year.
Each fine is €150, and relates to amounts of litter of no more than 6 bags. Six prosecutions for the non-payment of litter fines are ongoing.
The Council has declined to outline the individual reasons for each of these fines.
The number of complaints for littering or dumping fell last year, from over 1,300 to 1,237 which is still significantly more than the unmber of fines issued.
