The Chairperson of Clare Roots Society says years of difficulties in gathering together all of Ireland's genealogical information could pose problems for a national diaspora centre.
The County council is working with Shannon Heritage to put together a bid for the facility in Bunratty.
The full details of what will be expected and the application process have yet to be revealed by government and Fáilte Ireland.
There are an estimated 71 million people of Irish heritage around the globe, and it's hoped it would attract visitors from a range of countries as they seek to trace their ancestry.
However Paddy Waldron says it's unlikely to be a Clare based project.
