Clare County Council is being urged to do more to support the community and voluntary sector in Shannon.
It follows concerns about the viability of plans to develop a major civic amenity, the Shannon Venue, and a delay in the creation of a long-awaited town park.
The Shannon Venue project has been shelved pending a meeting next month with government officials, when efforts will be made to fine tune an application to secure significant government funding.
