A new set of regulations could lead to the prosecution of a single councillor or a group of councillors if they make decisions that affect the environment.
The Environmental Objectives for Surface Water Regulations, which came into effect at the end of July, allow for the possible prosecution and conviction of a company or body, which can include Councillors, to be fined up to 50 thousand euro or jailed for three months.
The move is aimed at protecting the natural environment and native species which can be damaged if land is re-zoned.
