Ambulances being held-up at Emergency Departments are causing a delay in the time it takes to respond to 999 calls.
That's according to an investigation carried out by the Health Information and Quality Authority.

They met with 200 people working in the ambulance service for the purpose of the report, and studied ambulance response times between June 2013 and August 2014.
HIQA is now calling on the National Ambulance Service and Dublin Fire Brigade to publish a joint action plan on how they can improve their performance.
