The Taoiseach Enda Kenny joins EU leaders in Brussels today for a summit aimed at finalising a new treaty to bring an end to the financial chaos that has dogged the Eurozone.
The agreed wording of the treaty will determine whether or not there will have to be a referendum in Ireland to agree on it.
