EU leaders are meeting in Brussels to discuss more sanctions against Russia over the Crimea crisis.
It comes as UN chief Ban Ki-moon visits Russian leaders in Moscow to urge a diplomatic solution to the crisis.

Earlier, US President Barack Obama ruled out military intervention in the conflict – while promising to "ratchet up" the diplomatic pressure.
