Fears have been expressed that members of Clare's group water schemes may be forced to continue to pay for their service, even when water charges are suspended.
There are 200 group water schemes in the county, with members making contributions to cover the costs associated with delivering their water supply.
The National Federation of Group Water Schemes wants the likely suspension of water charges to lead to an increase in supports for group water schemes, so that rural householders will also see their bills fall.
Spanish Point Fianna Fail Councillor Michael Hillary also wants it to be easier for these schemes to fall under the control of a state body.
