A third aid worker for another agency is also missing.
The staff were abducted by an unknown group while driving on a "routine assignment" assignment on Wednesday.
A fourth person, a driver also working for GOAL, was also abducted in the incident but was later released.
GOAL's chief operations officer Jonathan Edgar says the agency's crisis management team is working to determine the next course of action.
The agency says all the relevant agencies have been informed.
