The Joint Oireachtas Committee on Communications says the original terms of the tender process were too narrow and it was flawed.
The Committee has called for the procurement process to be re-opened.

However, Galway East Junior Minister, Seán Canney disagrees, and says the three billion euro scheme should go ahead as agreed.
