Congress votes in favour of one on one hurling penalties

Delegates at Congress have voted in favour of the full-time introduction of the one-v-one penalty in hurling. 

The motion passed comfortably with 84 per cent in favour.

Another of the Hurling Development Committee's proposals – on the advantage rule – was also passed. 

A motion that will see the winners of the Christy Ring Cup promoted to the round robin section of the Leinster Hurling Championship the following year has been passed. 

Hawkeye's permanent presence at Croke Park and other venues has been ratified. 

The motion to introduce the black card to hurling was emphatically defeated, as was a motion to introduce extra-time to all Championship games. 

The hooter system has also been deleted from the rulebook. 

And sides must submit their matchday panels by 9am on the Thursday prior to a Championship match, or risk punishment.

Another motion defeated today was Miltown Malbays suggestion to open county grounds to other sports with Central council permission, with the no side getting 62 per cent of the vote.  

A motion to provide provincial councils with authority to arrange their own senior championships as they see fit has also been voted down. 

Cratloes motion to increase the size of the sliotar has also been defeated.
