GAA President Liam O'Neill has admitted that hurling's current penalty rule may need changing.
Both Seamus Callanan and John O'Dwyer had penalties saved during Sunday's drawn All Ireland final, while a goal hasn't come from a penalty in the Championship since Joe Canning netted for Galway against Kilkenny in the Leinster semi-final in June

O'Neill said the debate to change the current status quo has been ongoing since before Sunday.
